This is a special day for Government.

One year ago, today, our Government received its mandate to serve the people. A mandate that we accepted with humility. A mandate with a clear pathway through our Motinnano.

Over the course of one year, we have tried our best to achieve as much of what we have committed to deliver as part of our service to our people. We are grateful for the support we have received from everybody, including our partners, and hope to continue to receive this as we strive towards implementing the remaining commitments.

Earlier this year, Government agreed to develop its Kiribati Vision 20 (KV20) to guide our policy priorities in the long-term with a focus towards accelerated growth or a quantum leap development in the next three years with strategic investment in our human, natural and cultural capital. Underpinning all of these is infrastructure development, land use plan, governance and strategic partnership which are critical foundations for investment. Our commitments in education and health are already moving, and many more to come. Critical services like Communication, Transport, Energy and Banking are also required to move in tandem.

The priority sectors selected for the quantum leap development are fisheries and tourism. We believe that Kiribati can become the Singapore or Dubai of the Pacific through quantum leap development in these sectors.

Our vision is for Kiribati to participate fully in its fisheries industry.

Our vision is for Kiribati to be a world class eco-friendly travellers’ destination.​

Our vision is to implement tangible projects in these sectors within the next three years.

Some may think this as quite ambitious.

We believe these are achievable if we invest our resources and energy towards these targets.

Earlier this week, I attended the students’ speech competition as part of this week’s programme and I was reminded of the power of the vision to turn the impossible into the possible. One of the students referred to President Kennedy’s vision to put man on the moon, what seemed then to be an impossibility, which became possible. With commitment, drive, focus and proper planning, investment and implementation, we strongly believe we can achieve what we set out to do. And these same children also in their speeches, indicated to us all where the quantum leap pathway should begin? They said, From “the Home”, the foundation of our Kiribati unique way of doing things, the foundation of our life, our resilience and our future for our children and grandchildren.

We are grateful to our previous leaders and Governments for taking Kiribati to where it is today. We believe Kiribati is in a position to take a quantum leap towards development.

This is our grand opportunity to take charge of our own destiny. We invite you to take a leap with us in our development.
